Payment Types 

The District accepts the following payment types:

  • Cash (in person only please)
  • Check (mail or in person)
  • Money Order (mail or in person)
  • Credit Cards with the Visa, MasterCard, American Express or Discover logo
  • Autopay/ACH (checking or savings account): No more delinquent charges! A convenient payment option that allows the District to debit a customer’s checking, savings, debit card, Visa, MasterCard, American Express, and Discover account on a scheduled basis for the balance of the monthly bill. Customers can sign up for autopay on the District’s website by clicking the My Account tab or at this link.
  • Currently, the District does not charge customers a convenience fee for making credit card payments

You can use a bank account from any financial institution that accepts electronic debits. Refer to the sample check below for the location of the ABA routing number and your bank account number. Some financial institutions do not follow this for the ABA routing number and bank account number. For any questions regarding your bank information, please contact your financial institution.


By supplying this information and completing the transaction, I hereby authorize the EVMWD to initiate a debit against the above Bank Account, and to charge the same to such Bank Account. I acknowledge that the origination of ACH transactions to my Account must comply with the provisions of U.S. law. (All payments are in U.S. dollars from a United States Financial Institution).

Payment Locations

There are two systems available 24 hours-a-day, 7 days-a-week. The first can be accessed by calling 951-674-3146 and selecting Option 1 from the main auto attendant menu. The second can be accessed by visiting the District’s website and selecting “My Account.” The automated phone system requires the customer to enter their 13-digit account number and the service address house number.

A drive-up payment drop box is available at the end of the main lobby parking lot for customers that wish to drop off ONLY a check or money order payment. Please note that the District will not be responsible for any cash payments placed in the drop box. Also, payments which are deposited after 7:30 am will not be posted to customer accounts until the following business day.

There are also other convenient locations where you can pay your water bill. Anywhere you see a logo will take payment. However, please remember that EVMWD is not responsible for payments made at any CheckFreePay locations. EVMWD assumes no responsibility for the accurate transfer of these payments. Customer accounts will not be credited until payment has been received and processed by EVMWD. Customers may be charged an additional transaction fee by CheckFreePay agent locations. EVMWD will not refund or credit these fees. CheckFreePay agent locations and/or contact information may change.

Automated Payment Systems

The District has 2 automated payment systems which allow customers to access account information and make payments 24 hours-a-day, 7 days-a-week. All that is needed to access the automated phone system is your 13-digit account number which can be found on your bill.

  • Interactive Voice Response (Phone): By calling 951-674-3146 and selecting Option 1 (Customer Service) from the main menu, customers can access an automated system that is responsive to touch-tone commands. The following functions are presented to the customer:
    • Listen to account information such as your total balance, past due balance, due dates, last payment made, and total charges on your most recent bill. Make a payment using a bank card with a MasterCard or Visa logo; a credit card with a MasterCard, Visa, Discover or American Express logo. In addition, you can pay with your Checking or Savings account via ACH. You will need your routing number and account number for ACH payments.
    • Transfer to the District’s main menu.
    • Speak with a Customer Service representative during normal business hours.

Customers may also access their account information and make payment using the District’s interactive web system.

  • Online Bill Pay/Paperless System: By navigating to www.evmwd.com and selecting My Account from the customer service page, customers can do the following:
    • View current account information such as your total balance and the total charges on your most recent bill.
    • Make a payment using a bank card with a MasterCard or Visa logo; a credit card with a MasterCard, Visa, Discover or American Express logo.
    • View your bill online and sign up to go Paperless!
    • Enroll in/Update/Cancel Autopay service. You can sign up for Autopay using a bank account (ACH) or MasterCard, VISA, American Express, and Discover. For checking and savings accounts, you will need your routing number and account number.

Payment Due Dates

Payments are considered delinquent if not posted to your account 21 days from the Bill Date noted on your statement. Delinquent accounts are subject to a $5.00 or 5% charge, whichever is greater.

Customers that receive a Notice of Interruption of Service due to non-payment must have their payment posted to their account no later than 4:00 pm on the due date listed on the notice. Payments received after this time are limited to cash, money order or credit card payments, and additional fees will apply.

A Note About Payments Made Via Bank & Other Websites 

A great way to pay your EVMWD bill is using your bank’s, or other companies that provide bill paying service, website. Many banks offer electronic bill payment service to their customers for little, or no, charge per month. Customers can make one time payments or schedule their payments for particular times of the month. In most cases, the payment will arrive at the District in as little as 3 – 5 business days.

However, customers should use caution when using this method. In some cases, when you make your payment this way, it may not arrive at the District in time to prevent a delinquent charge, or possibly service interruption due to non-payment.

While your bank will remove the funds from your account the day you schedule the payment to take place, that does not mean that those funds arrive instantly at the District. When your funds are removed from your bank account, your bank electronically transmits the payment to a centralized, national “clearing house” and the payment is then routed to the District’s banking institution. Our banking institution compiles an electronic file that is sent to the District every day the bank is open for business.
