Elsinore Valley Municipal Water District Budget

The Elsinore Valley Municipal Water district’s budget reflects the District’s Operating and Non-Operating Revenues and Expenses for two Fiscal Years. The fiscal year runs from July 1 to June 30. The operating expenses lays out a spending plan for the operations and maintenance of the District, while the operating revenues projects the incoming receipts from water and wastewater fees and charges. Planned Capital Improvement Projects are incorporated in the non-operating expenses. Annual Comprehensive Financial Report (ACFR)

At year-end, the District issues an Annual Comprehensive Financial Report (ACFR). Since 1995, the District has consistently received the Certificate of Achievement for “Excellence in Financial Reporting” from the Government Finance Officer’s Association. In order to receive this award, an agency must publish an easy to read and efficiently organized ACFR that must satisfy both generally accepted accounting principals and applicable legal requirements.

Elsinore Valley Municipal Water District Single Audit Report

The Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) 2 CFR 200.501 requires non-Federal entities that expend $750,000 or more in Federal awards in a fiscal year to have a single or program-specific audit conducted for that fiscal year. Special Districts Financial Transactions Report 

Under Government Code Section 12463, all districts, other than school districts, are required to annually furnish reports of financial transactions to the California State Controller’s Office in the California State Controller’s Office’s prescribed time, form, and manner.

The purpose of the Special Districts Financial Transactions Report to the California State Controller is to provide financial data about California districts on a uniform basis. The data compiled from this financial report are published in an “open data” platform on the California State Controller’s website at for use by the State Legislature, districts, and the public.

The open data website is updated on or before November 1st of each year following the end of the annual reporting period. The California State Controller’s Office allows governmental agencies to provide unaudited financial data for this purpose.
