Green Lien Program

There have been in inordinate number of foreclosures on single family homes within EVMWD’s boundaries over the past year. Following a foreclosure, water service to the foreclosed property is terminated by EVMWD. However, the interruption of water service for extended periods of time can produce undesirable landscape issues and can negatively affect the community. EVMWD would like to offer a Green Lien Program (Program) for institutional owners of foreclosed residential properties. Upon receipt and approval by EVMWD staff of a completed Program application, water service will be reinstated for the subject address. Prior to reinstating water service, EVMWD will assess a charge against the property in the amount of the current deposit required for new accounts.Additionally, a lien will be recorded, for the subject property, with the Riverside County Recorders Office for all applicable fees related to water, wastewater, delinquent charges, penalties, collection fees and interest. Properties that are provided service and remain eligible under the Program would not be subject to interruption of service for non-payment as set forth in Section 4056(b) of the District’s Administrative Code, Discontinuance of Service. The Program is voluntary, and residences must remain unoccupied and unrented to continue to qualify for the provision of service under the Program. The Program application must be signed by the applicant or the agent chosen by the applicant through a legally binding written statement executed by or on behalf of the owner of the subject property.
